Apparent losses are non-physical losses that occur in utility operations due to unauthorised consumption, customer meter inaccuracies, and data handling errors in customer billing systems. This is water that is consumed but is not properly measured, accounted or paid for. These apparent losses distort data on customer consumption patterns and minimise utility revenue. Problematically, water conservation programs aren’t accurately assessed when there are apparent losses, as billing systems determine the efficacy of such programs. Utilities can alleviate apparent losses by periodically testing for meter inaccuracies, reviewing billing policies and procedures, and implementing technology to detect network breaches used for unauthorised consumption.
